Could be a service, therapy, or emotional support dog.

Exactly I was told by someone who works in service they are not even allowed to ask.

Agreed with the poster - it may be a service dog. However, dogs should not be eating off tables in food establishments.

Because dog is in contained in private property, this is not an off leash dog issue. It seems the complainant is concerned about dogs being inside a food establishment. Therefore, complaint will be reassigned to Health Dept.
