The homeless guy who's living adjacent to and below the sidewalk ramp (to pedestrian bridge) opposite 1200 Lakeshore is doing a lot of damage to both the embankment he's living on and to the landscaping around him. He has used a pickaxe to level ground, and a very large pile of dirt waste from this is in the lake. (When he started this last year he also broke a water pipe at least twice.) Hes now uprooting shrubbery and cutting down small trees and has been doing so for weeks; a huge pile of cut wood and branches, and uprooted grasses, is piled up at the sidewalk. This is VERY destructive vandalism and far beyond "usual accommodation" of homeless people at the park. He's sawing trees down right now.

Oct 21, 2020 · Oakland’s encampment management policy, approved unanimously by the City Council, that restricts homeless people living in encampments from sleeping in PARKS and near homes, businesses and schools.
